The Riuttamäki windfarm is located on the municipality boarder of Marttila and Koski TL municipalities, in south-western Finland. The project area covers approximately 448 hectares and is located about 8 kilometers east of the centre of Marttila and about 5 kilometers southwest of the centre of Koski TL.
Axpo is investigating the possibility to develop a windfarm with eight turbines, providing a total power capacity of up to 80 MW. The turbine hub height and rotor diameter are approximately 200 m and the max tip height 300 m. Once operational, the wind farm would generate approximately 280,000 MWh of renewable electricity per year, which is equivalent to the electricity needs of approximately 22,000 four-person households.
The municipal executive boards of Marttila and Koski Tl have decided to initiate the preparation of the Riuttamäki wind power partial master plan on the municipal border for the areas located within their respective municipalities. The wind power partial master plan will be prepared so that building permits for wind turbines can be granted directly based on the partial master plan (AKL Section 77a). The partial master plan will be processed separately by the municipal councils of Marttila and Koski Tl for their respective areas.
The Participation and Assessment Plans related to the initiation of the Riuttamäki wind power partial master plan will be publicly available from 10 June to 10 July 2026 in Marttila at the municipal office (Härkätie 773) and the library (Härkätie 723), and in Koski Tl at the municipal office (Härkätie 5) and the library (Hämeentie 12) during opening hours. Throughout the project, the materials will also be available on the municipalities’ websites: www.marttila.fi and www.koski.fi.
Any opinions must be submitted during the public display period to the municipalities’ registry offices by post or email:

• Marttila Library (Härkätie 723, 21490 Marttila)
• Lieto Main Library (Kirkkotie 13, 21420 Lieto)
More information can be found here.
The zoning and environmental impact assessment procedure (EIA) for the wind farm is initiated by preparing a participation and assessment plan (PAP) and an EIA Programme. The participation and assessment plan defines, among other things, the project's background, objectives and progress, as well as how stakeholders can influence the project. The EIA Programme is the project proponent's plan for how the environmental impact assessment will be conducted. The programme describes the project, its alternatives and the impacts to be assessed. In addition, it outlines how information provision and participation will be organized. The content requirements for the EIA Programme can be found in the EIA Decree (Section 3). The PAP and EIA Programme are scheduled to be made available for public review during 2026.
The municipal executive boards of Marttila and Koski TL decided on 08 December 2025 to initiate the partial master plan zoning for a wind farm in the Riuttamäki area.
Axpo Renewable Finland Oy submitted a proposal for partial master plan zoning of a wind farm to the municipal executive boards of Marttila and Koski TL on 31 March 2025.
