The Riuttamäki windfarm is located on the municipality boarder of Marttila and Koski TL municipalities, in south-western Finland. The project area covers approximately 448 hectares and is located about 8 kilometers east of the centre of Marttila and about 5 kilometers southwest of the centre of Koski TL.
Axpo is investigating the possibility to develop a windfarm with eight turbines, providing a total power capacity of up to 80 MW. The turbine hub height and rotor diameter are approximately 200 m and the max tip height 300 m. Once operational, the wind farm would generate approximately 280,000 MWh of renewable electricity per year, which is equivalent to the electricity needs of approximately 22,000 four-person households.
The zoning and environmental impact assessment procedure (EIA) for the wind farm is initiated by preparing a participation and assessment plan (PAP) and an EIA Programme. The participation and assessment plan defines, among other things, the project's background, objectives and progress, as well as how stakeholders can influence the project. The EIA Programme is the project proponent's plan for how the environmental impact assessment will be conducted. The programme describes the project, its alternatives and the impacts to be assessed. In addition, it outlines how information provision and participation will be organized. The content requirements for the EIA Programme can be found in the EIA Decree (Section 3). The PAP and EIA Programme are scheduled to be made available for public review at the end of 2026.
The municipal executive boards of Marttila and Koski TL decided on 08 December 2025 to initiate the partial master plan zoning for a wind farm in the Riuttamäki area.
As part of the planning process, a survey will be conducted among residents and vacation home owners in the area to gather their views on the potential impacts of the project on, among other things, the living environment and the vitality of the municipality. The results of the survey will be used in assessing the project's impacts. A summary of the responses will be compiled and published on this project page and as an appendix to the draft plan.

The zoning and environmental impact assessment process for the wind farm project will begin with the preparation of an environmental impact assessment needs assessment and a participation and assessment plan (PAP). An environmental impact assessment needs assessment is a procedure in which the authorities assess whether an environmental impact assessment (EIA procedure) is required for the project. The size, nature, location and potential significant environmental impacts of the project are examined.
The participation and assessment plan defines, among other things, the project's starting points, objectives and progress, as well as how the project may be affected. The PAP is expected to be available for review at the end of 2025.
On September 16, 2024, the Laitila city council decided to initiate the partial zoning of a wind farm in the Kivijärvi area.
On June 12, 2024, Kivijärven Tuulivoimahanke Oy submitted a proposal to the Laitila City Council to initiate the zoning of a wind farm.
